    In fact, highly concentrated H₂O₂ is so unstable that it immediately starts to break down upon activation, losing as much as a third of its strength in the time it take to get it on the teeth. This means that a 25% H₂O₂ concentration is effectively no more than about 17% by the time it’s applied, further weakening over time.  This is one reason inconsistent results are achieved with some bleaches.
